Regional Vice President
Brian Lloyd puts all his energy behind our initiatives in Texas where he leads public affairs, communications and corporate citizenship efforts. Previously, Lloyd served as Sempra’s director of regulatory strategy. Prior to joining our team, Lloyd served as executive director of the Public Utility Commission of Texas, where he was responsible for the daily operations and management of the agency, strategic planning, and policy development and implementation.
Lloyd also served as Governor Rick Perry’s deputy director of budget, planning and policy, and served as the Governor’s primary energy policy advisor. Lloyd has worked in a variety of roles at the Public Utility Commission and private industry related to electricity market restructuring and was the principal author of the 2008 Texas State Energy Plan developed by the Governor’s Competitiveness Council. Lloyd has a bachelor’s degree in economics from Louisiana State University and earned his master’s degree in economics from the University of Texas at Austin.
Senior Manager, External Affairs
With 24 years at Sempra, Kelly Prasser, Sempra LNG’s senior manager of external affairs, relocated to Houston to lead government affairs and community and employee engagement. Prasser has extensive communications and customer solutions experience in infrastructure development, energy efficiency, customer solutions, change management and, of critical focus, safety.
Over the course of her career at Sempra, Kelly has worked on many of the company’s Gulf Coast projects within its LNG portfolio, including the proposed Port Arthur LNG project near Sabine Pass, Cameron LNG in Hackberry, Louisiana and pipeline and storage projects. Kelly also serves on the boards of both the Sabine Pass ISD Education Fund and the Port Arthur Education Foundation, and is a member of the Greater Houston Partnership’s Women’s Business Alliance.
Director of Transformation
Nash El-Mugheiry joined Sempra LNG in 2018 to lead our project development teams for Port Arthur LNG and ECA LNG Phase 1. More recently, she is leading the Transformation team, identifying ways to enhance our LNG business model, systems and processes at a significant growth stage for our company.
Based in Houston, El-Mugheiry is originally from Australia where she earned her MBA, but has lived internationally for more than 20 years while working for Royal Dutch Shell, BG Group and Oman LNG. El-Mugheiry is our Growing Responsibilities and Opportunities for Women (GROW) program chair and is helping us implement our passion for championing women in our new Houston Center of Excellence.
Senior Vice President, Operations
As Sempra LNG’s senior vice president of operations, John Sowers leads our entire Gulf Coast team focused on health, safety, security and environment, and has more than 30 years of energy industry experience. As our growth continues in Texas, Sowers will work to maintain our track record and work to ensure that all our worksites maintain the highest standards of safety for our employees, customers and communities.
A strong record for safety, as well as sustainability and a remarkable history with Sempra, earned Sowers a nomination to the Greater Houston Partnership Board in 2021.
